Collect room-version variations into one place (#4969) 
Collect all the things that make room-versions different to one another into
one place, so that it's easier to define new room versions.

passed through proxies.

b136ee10df Import 'admin' module rather than 'register_servlets' directly 
We will later need also to import 'register_servlets' from the
'login' module, so we un-pollute the namespace now to keep the
logical changes separate.

create support user (#4141) 
Allow for the creation of a support user.

A support user can access the server, join rooms, interact with other users, but does not appear in the user directory nor does it contribute to monthly active user limits.
