Default config listen_address to empty string 
If the address is `""` then an available address is automatically
picked.

Move default storage config to veilid-core 
The default is currently `""` which puts all of the files without
grouping them in the top level.

Instead, use the paths that `veilid-server` has configured as the
defaults.
