4cade96616 Fix support for SQLite 3.7. 
Partial indices support was added in 3.8.0, so we need to use the
background updates that handles this correctly.

c66a06ac6b Move storage classes into a main "data store". 
This is in preparation for having multiple data stores that offer
different functionality, e.g. splitting out state or event storage.
