Update LoggingTransaction.call_after
and call_on_exception
docstrings (#12315)
Document the behaviour of `LoggingTransaction.call_after` and `LoggingTransaction.call_on_exception` when transactions are retried. Signed-off-by: Sean Quah <seanq@element.io>
