Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

Clients should not actually use the new registration functionality until https://github.com/matrix-org/synapse/pull/5972 is merged.
UPGRADE.rst, changelog entries and config file changes should all be reviewed closely before this PR is merged.
Set the limit on the returned events in the timeline in the get and sync
operations. The default value is -1, means no upper limit.
For example, using `filter_timeline_limit: 5000`:

The server cuts down the room.timeline.limit.
implement a GET /devices endpoint which lists all of the user's devices.
It also returns the last IP where we saw that device, so there is some dancing
to fish that out of the user_ips table.
