Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

Instead of if the user does not have a password hash. This allows a SSO
user to add a password to their account, but only if the local password
database is configured.
Python will return a tuple whether there are parentheses around the returned values or not.
I'm just sick of my editor complaining about this all over the place :)
Replaces DEFAULT_ROOM_VERSION constant with a method that first checks the config, then returns a hardcoded value if the option is not present.
That hardcoded value is now located in the server.py config file.
