* Drop support for delegating email validation
Delegating email validation to an IS is insecure (since it allows the owner of
the IS to do a password reset on your HS), and has long been deprecated. It
will now cause a config error at startup.
* Update unit test which checks for email verification
Give it an `email` config instead of a threepid delegate
* Remove unused method `requestEmailToken`
* Simplify config handling for email verification
Rather than an enum and a boolean, all we need here is a single bool, which
says whether we are or are not doing email verification.

This avoids the overhead of searching through the various
configuration classes by directly referencing the class that
the attributes are in.
It also improves type hints since mypy can now resolve the
types of the configuration variables.
Adds missing type hints to methods in the synapse.handlers
module and requires all methods to have type hints there.
This also removes the unused construct_auth_difference method
from the FederationHandler.

Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

The `http_proxy` and `HTTPS_PROXY` env vars can be set to a `host[:port]` value which should point to a proxy.
The address of the proxy should be excluded from IP blacklists such as the `url_preview_ip_range_blacklist`.
The proxy will then be used for
* push
* url previews
* phone-home stats
* recaptcha validation
* CAS auth validation
It will *not* be used for:
* Application Services
* Identity servers
* Outbound federation
* In worker configurations, connections from workers to masters
Fixes#4198.
Pull the checkers out to their own classes, rather than having them lost in a
massive 1000-line class which does everything.
This is also preparation for some more intelligent advertising of flows, as per #6100
