Collect room-version variations into one place (#4969) 
Collect all the things that make room-versions different to one another into
one place, so that it's easier to define new room versions.

eb2b8523ae Split out registration to worker 
This allows registration to be handled by a worker, though the actual
write to the database still happens on master.

Note: due to the in-memory session map all registration requests must be
handled by the same worker.

ef771cc4c2 Fix a number of flake8 errors 
Broadly three things here:

* disable W504 which seems a bit whacko
* remove a bunch of `as e` expressions from exception handlers that don't use
  them
* use `r""` for strings which include backslashes

Also, we don't use pep8 any more, so we can get rid of the duplicate config
there.
