197c14dbcf Add room creation checks to spam checker 
Lets the spam checker deny attempts to create rooms and add aliases
to them.

* don't log exception types twice
* not all exceptions have a meaningful 'message'. Use the repr rather than
  attempting to build a string ourselves.
