Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

Rather than reimplementing the token parsing in the various places.
This will make it easier to change the token parsing to allow access_tokens
in HTTP headers.
