Make token serializing/deserializing async (#8427) 
The idea is that in future tokens will encode a mapping of instance to position. However, we don't want to include the full instance name in the string representation, so instead we'll have a mapping between instance name and an immutable integer ID in the DB that we can use instead. We'll then do the lookup when we serialize/deserialize the token (we could alternatively pass around an `Instance` type that includes both the name and ID, but that turns out to be a lot more invasive).

2efd050c9d send 404 as http-status when filter-id is unknown to the server (#2380) 
This fixed the weirdness of 400 vs 404 as http status code in the case
the filter id is not known by the server.
As e.g. matrix-js-sdk expects 404 to catch this situation this leads
to unwanted behaviour.

9da4316ca5 Configurable maximum number of events requested by /sync and /messages (#2220) 
Set the limit on the returned events in the timeline in the get and sync
operations. The default value is -1, means no upper limit.

For example, using `filter_timeline_limit: 5000`:

The server cuts down the room.timeline.limit.
