Erik Johnston f328d95cef Feature: Add deactivate account admin API ...

Allows server admins to "deactivate" accounts, which:

- Revokes all access tokens
- Removes all threepids
- Removes password

The API is a POST to `/admin/deactivate/<user_id>`
