Part of #9744
Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

Fix error handling during insertion of client IPs ( #9051 )

You can't continue using a transaction once an exception has been
raised, so catching and dropping the error here is pointless and just
causes more errors.
