Remove redundant "coding: utf-8" lines (#9786) 
Part of #9744

Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

Convert some test cases to use HomeserverTestCase. (#9377) 
This has the side-effect of being able to remove use of `inlineCallbacks`
in the test-cases for cleaner tracebacks.
