Fix detecting unknown devices from remote encrypted events. (#6848)

Browse source 
We were looking at the wrong event type (`m.room.encryption` vs
`m.room.encrypted`).

Also fixup the duplicate `EvenTypes` entries.

Introduced in #6776.
