Replaced use of custom 'baseUrl' helper with 'url'

Also changed up how base URL setting was being done
by manipulating incoming request URLs instead of
altering then on generation.

- Fixed issue with original left-sidebar content being placed halfway
down the page.
- Added sticky sidebar to mid-size tablet layout, only for original left
sidebar items.
