Ran a quick app run-thorugh in FireFox & Chrome, No secondary affects
immediately noticed but possible this could cause changes elsewhere due
to wide-spread grid item child targeting.

Specifically updates dropdown search and user-search implementation,
although does affect all inputs.
Decouples breadcrum and select-style dropdown search toggles.
Addresses #2678
Would cause effect where scroll area would be cut of by spacing which
looked a bit strange. This retains the same padding sizes but cuts the
content at the header or top of viewport.
Used upon areas we usually fade-out to provide a focused user
experience. If the user desires more contrasted we prevent this
behaviour using the prefers-contrast media query.

Search input was stacking on create button on default desktop view
due when viewing in russian due to combined width exceeding container.
Made into normal flexbox instead.

Optimised permission fetching so that it won't initialise a bunch
of models for the role permissions and instead does a manual
query to get the data directly.
- Created new dropzone component.
- Added standard component event system using custom DOM events.
- Added tabs component.
- Added ajax-delete-row component.
- Moved Code-editor from vue to component.
- Updated popup code so it background click only hides if the click
originated on the same background. Clicks within the popup will no
longer cause it to hide.
- Added session-level history tracking to code editor.
- MDN theme appeared fairly bad for markdown use, and the geometric
background was a bit much. Swapped out to default theme.
- Rough-added stickiness to docs sidebar, will need more work once it
starts to expand possible screen height.
