2701: cookies default

@earthlng : is this OK?
- sticking the default at the end of the pref line
- I don't quite like the  extra line about TP: it implies the value must be 4 in order to use TP: which is not the case e.g exceptions? And TP is not just cookies, it's also JS (crypto, fingerprint: not 100% sure how it works: I think it just blocks the domains). Or am I overthinking this?
