Draft PR updates with localization

1) removed from README as it's just duplicating info that has to be in the guide alone IMHO
2) removed the briar.md file
3) removed briar.md references in _config.yml
4) bumped up to 1.1.6 and updated the date (it's october and it's showing august)
5) created an appendix (B8) with localized information for both Ukrainians and Iranians

Checked with local rendering

Edit and merge as you see fit

Also this is a decent page the guide could have as they also use Transifex https://wiki.localizationlab.org/index.php/Briar
