Split GPG doesn't work when the private key is protected by a passphrase in the
GPG backend. It took me a couple hours to find the problem and how to fix it,
first because the ioctl error is not common and then because of the
pinentry-ncurses limitation. I'm hoping that future users that search for "qubes
gpg ioctl error" will find this information.
It's fairly easy to miss the fact that some of the text is for R3 and some of it is for R4. In the source it's pretty straightforward (Since it contains a linebreak) but when rendered, said linebreak is removed. Adding a few third-level headers clears this up, at least in opinion.
- Move from Common Tasks to Configuration Guides, since most users will
just use the GUI
- Rename from `change-timezone-terminal.md` to `change-time-zone.md`
(1) because we don't want multiple time zone documents for terminal
and non-terminal usage and (2) to make the orthography of "time zone"
consistent; update title and permalink accordingly
- Make heading syntax consistent

- Fix typo
- Add page to ToC
- Add introduction explaining the purpose of the document, what it is
intended to be, and what it is not intended to be

This is for R4.0 and fedora-28-minimal, but might also apply to R3.2 (not tested). Without adding 'gnome-keyring' the user will not get the 'enter password' dialog when selecting a WiFi connection and has to enter the password under 'Edit connections...' | 'WiFi security' instead.
