From the top part of the list, click on the drive you want to attach, then select the qube to attach it to. In Qubes 3.2, you can use the Qubes VM Manager. Simply insert your USB drive, right-click on the desired qube in the Qubes VM Manager list, click Attach/detach block devices, and select your desired action and device.
