On AOSP and most of its derivatives, it is treated as an install time permission. GrapheneOS changes it to <a href="https://en.wikipedia.org/wiki/Runtime_(program_lifecycle_phase)">runtime</a> permission, meaning that it can be revoked to deny internet access to a specific app.</p>
