IBM were one of the first companies to release an open source FHE library. Their [HElib](https://github.com/homenc/HElib) was mentioned in several papers and drove the field of FHE forward. As a cloud-focused company it makes a lot of sense that they would want to protect their customers' and their customers' customers' data as much as possible, and making efficient FHE ought to be at the top of their priority list.
