Gh workflow changelog formatting fix ( #1803 )

* Remove replacement of newlines with hex codes
Assuming that its unnecessary as we are no longer outputting these via stdout but pipe it into some binary that could handle newlines in its stdin therefore don't need and support this transformation
* Attempt 2 after reading gh docs :D
* Fix changelog for stable release too
