Freqman improvements (#1276)

* Show .1 MHz in pretty freqman string

* Refactor load to user FreqmanDB

* Recon file parsing cleanup

* use strtol for parse_int

* recon file cleanup

* Fix bugs in Recon changes

* PR feedback
