+- Release v0.17.3.0 with P2Pool changes and `--proxy` flag

+## Proposal
+
+Work for 30 hours per week over the next 3 months (from mid-October to mid-December) at a rate of 45€ / hour. At 216€ / XMR (14 day EMA) this makes 75 XMR.
