Daniel Weiße f9a581f329 Add aTLS endpoint to KMS (#236)
* Move file watcher and validator to internal

* Add aTLS endpoint to KMS for Kubernetes external requests

* Update Go version in Dockerfiles

* Move most KMS packages to internal
