2406bf9cb4 Added to display a new colored forum icons when forum is restricted to a circle 
* Added to show a red icon when forum is restricted to a private circle, show a green icon when forum restricted to a public circle.
* Removed unnecessary colored icons for signed/tracking.

Fix JSON API event handler registering behavior 
As a bonus the behaviour is now homogeneous between C++ API and JSON API
Fix a bunch of compiler warning
RsEvents implementation is now safer
mHandlerMaps size is known at compile time, so use an std::array instead
  of vector

- Added new base class for GroupFrame settings for settings pages.
