Moved help browser from MainPage to a new base class named FloatingHelpBrowser for global usage.
...
Added FloatingHelpBrowser to the option window (help text not including).
The help text can be specified for the ConfigPages in the method "helpText".

Improvement to plugin system:

- made config page system more automatic, to allow addign config pages from plugins
- added (disabled) checkbox and function to allow all plugins for development
- added config page methods to RsPlugin class

Changed settings to local variable, no more as pointer on all classes.

settings.value(...);
It should lower memory usage and removes memory leaks.
