Flags are identity-related, meaning that all locations of the same peers have the same flags.
- It's now possible to tweak which services each peer can use. Service that can be disabled are
forums/channels, discovery, anonymous routing.
- by default, peers have all flags on.
- fixed missing error msg in p3cfgmgr when serialisation fails.
- fixed bug in RemoteDirModel causing infinite loop to happen when group name is unknown

Added -Wextra to the Windows compile.
Added new define in libbitdht for snprintf and fprintf to proper handling of "%ll" under Windows.

- authssl would call OPENSSL_malloc without OPENSSL_free
- pqistore was not deleting items in pqiSSLStore when BIN_FLAGS_NO_DELETE is not here
- rsdir/rsinit were calling opendir withoug closedir (which might eat FDs, in addition)
- udplayer was not freeing it's 16KB buffer at end of loop.

- added failure tests for fwrite. Some where missing.
- added a test against the IP 1.0.0.0, which pops up on MacOS (when the peer is not connected to the internet?)
- put some additional debug messages.

RsItem Packets.... but used an alterative streamer similar to pqiarchive.
This will cause problems, and delete the configuration for those
who have upgraded in the last month .... but will maintain compatibility
with previous stable release.
