Allow loading packets of large size from config files (fixed storing of big messages), and continue on config files skipping items that cannot be deserialised (Modified patch from Phenom)

Added some optimizations (const std::string&) to the load of the caches at startup and to the p3ConnectMgr.

Added PRE_TARGETDEPS in RetroShare.pro for Windows too.

Switched configuration back from 'Archive' Format to the standard
...
RsItem Packets.... but used an alterative streamer similar to pqiarchive.
This will cause problems, and delete the configuration for those
who have upgraded in the last month .... but will maintain compatibility
with previous stable release.
