Got the first RPC commands working now and tested with python library.

* Switched from BASE => CORE in proto files.
 * finished first RPC call to list peers.
 * return "NO_IMPL_YET" for other peer fns (Not Implemented Yet)
 * Added SystemStatus RPC call too.
 * Disable Verbose SSH logging - so we can see debug better.
