More eSIM work 
- Add the GrapheneOS package hook mechanism
- Ensure OpenEUICC and EuiccSupportPixel are only enabled in the system user
- Prevent EuiccSupportPixel interactions
- Remove INTERNET permission from EuiccSupportPixel
